It's out of date and doesn't work with latest Emacs 24 in official extra repo. Flagged.

Works for me. In a clean emacs (emacs -q) I run (require 'color-theme) M-x color-theme-initialize M-x color-theme-solarized or M-x color-theme-solarized-dark or M-x color-theme-solarized-light or M-x color-theme-select (solarized is at the top for me)

After installation theme is not displayed in the custom themes settings.
