The keys used to sign 0.9.13 have changed: https://geti2p.net/en/blog/post/2014/05/22/0.9.13-Release . It's not clear to me where to find a copy of the new key.
$ gpg --recv-keys 0xA76E0BED4
only retrieves the old key.
