Haven't encountered this with a package before, so i'm putting this here. This icu version isn't in the official repos. Seems to be here(?) https://aur.archlinux.org/packages/icu71-bin but it provides 'icu71' and not 'libicuuc.so.71'. Edit: about the provides in the package I left a comment on there.

I notice upstream-src update, therefore PKGBUILD is updated, please use the latest version. If the problem remains, please let me know

This is not -git package. You should pull code from HEAD, not from tag.
