Yes, mingw-w64-environment is missing. Additionally, the argument -D c_args="$CFLAGS" is missing because meson otherwise doesn't use the environment variable (because a cross file is used).

Either gtkdocize needs to be added as dependency or documentation needs to be disabled:

@pingplug what's the difference between these two packages? Then why is it mingw-w64-poppler worth mingw-w64-cairo depending on the package?
