Latest git (commit 419832f28b8560ae44fb178e54d2ba6328cc6da0) introduces a self-configuration of the threads; basically if the config file does not specify the need to function as a time server, then the process will start with a single thread.

There is an issue currently - it seems that the single-thread mode reduces the ability to negotiate time at stratum 2 level; while 1.4.0 and previous versions constantly provided a stratum 2 level, with the single thread mode the stratum 3 and 4 are reached.
