Sure. I am already maintaining octave-signal, so I can take over octave-image without much overhead.

Updated. If you'd like to maintain this (you obviously know how to use octave, which is more than I can say, I just took this because I plan to learn it someday) please let me know.

Hi, I believe this PKGBUILD is wrong in the same way that msipos describes for the miscellaneous package here: https://aur.archlinux.org/packages.php?ID=38830
