makepkg or some AUR helper seems to pick up Your locally installed python environment, which doesn't have python build module installed. Please either fix Your environment, build in clean chroot (https://wiki.archlinux.org/title/DeveloperWiki:Building_in_a_clean_chroot) or use packages from my repo https://tmn505.github.io . BTW this seems to be report for libonvif package, which builds fine on my PC.
