Solved it: rm ~/.config/plasma-localerc
Seems like if anything the issue was with KDE. The file contained a seemingly nonsensical value (LANG=C)

I'm sorry, you must be missing some fonts. I've updated the package to a more recent version, this may help. If it doesn't try installing some common font packages like noto-fonts or ms-fonts

It couldn't be started as it depends on older versions of libs
