The tar.gz used in this PKGBUILD, https://files.pythonhosted.org/packages/source/P/PBinCLI/PBinCLI-xxxxxtar.gz contains,

tar tvf PBinCLI-0.3.5.tar.gz

Please dont throw that "README.rst" away, and make sure it gets installed to something like for example,

/usr/share/doc/pbincli/README.rst

PS: The PKGBUILD, https://aur.archlinux.org/packages/pbincli-git got orphan. You might also be interested in adopting it, so that the same person takes care of the two versions in the AUR
