Please use a PKGBUILD similar to the one I propose at https://bbs.archlinux.org/viewtopic.php?pid=1634043#p1634043. Each of the options ("PIP_CONFIG_FILE=/dev/null", "--isolated" and "--ignore-installed") are *necessary* in case the user already has a ~/.config/pip/pip.conf (which, in my case, defaults to user installs). I guess I should edit the Arch Wiki...
