Well that's very strange. In my work machine I can see the 1.0.29 release. At home, my arch system shows a dead url and there is no rospkg-1.0.29 at http://download.ros.org/downloads/rospkg/ I will look into it...

1.0.29 does not seem to be yet in downloads.ros.org, it can be grabbed from here https://pypi.python.org/packages/source/r/rospkg/rospkg-1.0.29.tar.gz

The url is dead and no 1.0.28 rospkg version appears to be released in the website.

1.0.28 is out and URL is wrong.
