The page you linked is not entirely sure what to do, for example it says:

The depends array should list all direct first level dependencies even when some are already declared transitively.

But then later it also says:

In some cases this is not necessary and may or may not be listed, for example glibc

Additionally there is also this short section: https://wiki.archlinux.org/title/Arch_package_guidelines#Package_dependencies

Ultimately it is up to you.

As far as I understand, neither needs to be specified explicitly. River is by design a Wayland compositor so it will never drop this dependency. glibc is almost surely installed in any Arch system, and it's also a dependency for river which is unlikely to be dropped.
