This package is currently not building because of the new breaking change in setuptools. It looks like catkin_pkg needs to fix this first and there is an open pull request for it.
Meanwhile, I'm using this Patch as a workaround. https://gist.github.com/ankitrgadiya/8144fbd0611928446450d8a1ef4228ac
