Your change is propably not needed, as the latest release is 1.12 and includes the following change: https://github.com/peterosterlund2/texel/commit/0e791106adeebf89d88962427bd5ae3f9cabb4d7
So just an update to the latest version should be enough?

This needs a new prepare() section added to patch a single file or the build fails.

prepare() {
    sed -i '32i #include <fstream>' ${srcdir}/texel-1.10/app/texelutil/spsa.cpp
}

I have created an updated PKGBUILD which you can use directly if you want. I don't know how often this engine gets updated (not that often from what I can see) so I'd be willing to co-maintain this package if aksr isn't available.
