Would sourcing the native package directly and tweaking it be an acceptable approach to accomplish this goal?
They're no longer needed, if they ever were.
Compliance with AUR submission guidelines.
Not specifically relating to this package. Some other packages did have issues, which is what prompted my request.

@xiota : why should it be removed? I mean, do you have a concrete reason? The same thing is done in the native package. I know these packages don't exist (anymore), but neither can libx264, libx264-10bit and libx264-all be found in the native packages. I'm trying to keep the package as close as possible to the native one.

I'm sorry, I can't help you right now. I did a modification to my swap partitions and the boot process now complains about a GUID not found. I know it will not be hard to fix, but I don't have the time right now and I'm using a different setup. I should be able to have a look at it in the next few days though.

The x264 encoder is not even needed in 32-bit at all.
Which closed source, bin32-only application would want to encode or transcode to Blu-ray level H.264/AVC video?
By the time this video format became widespread on desktops, virtually everyone was on x86-64 consumer hardware.
Also this is based on nonfree, patented algorithms. Therefore any non-professional proprietary software avoided using H.264 encoders, so games and other closed-source multimedia applications don't use this to save videos. And it was also not viable to use this for live streaming in and before 2010.
Therefore lib32 versions of gstreamer and ffmpeg should drop this dependency to eliminate the unnecessary compilation burden on users.

Is it possible to push lib32-x264 0.164 to staging? Or is that something AUR maintainers don't have permission for?

The version will be updated to 0.164... once the native package will have transitioned from Staging repository to Extra repository.
