Note that 28.7.0 was signed with the lead dev's pgp key rather that the usual Linux dev's key. You'll need to import the new key into your keyring before the pgp check will be able to verify the tarball:

The key is fine, but you might have a hard time obtaining it. There has been a lot of keyserver suckage recently, I'm not sure why. Try

Is this a trusted key? I always get this message: palemoon-28.1.0.linux-x86_64.tar.bz2 ... FEHLGESCHLAGEN (Unbekannter öffentlicher Schlüssel 865E6C87C65285EC)

bumped pkgrel for clarity. 27.9.3-4 should definitely be fine.

@keepitsimpleengr the error has already been fixed. Seems you downloaded right during the 30 minutes where the issue was present... ;) Please just reinstall.

After installing 27.9.3-3, the executable file 'palemoon' is missing.
find / -name 'palemoon'
.. /usr/share/psd/browsers/palemoon /usr/lib/palemoon /usr/lib/palemoon/palemoon
